I charged two small deep discharge/traction batteries two days ago with a Cetek charger and with no load on them my multimeter is still showing 13.25 volts on each. Normal?

Sounds a bit high but maybe possible, batteries can take a very long time to stabilise. My T105's can read near 13v even long after dark (on solar) with the fridge and lights running as well.

Sure the multimeter is accurate with a good battery in it?

I'd check / replace the battery in the multimeter or check it against another or on another battery.

Are the batteries ordinary wet cell or AGM?
If AGM I think they have a higher voltage 'at rest' .
