Making a call to another country:

16.5p per minute dropping to 4.3p per minute from 30/4 (PAYM)

16p per mintue dropping to 3p per minute (PAYT)



Recieving a call when abroad:

4.3p per minute dropping to 0.9p per minute (PAYM)

4p per minute dropping to 0p per minute (PAYT)



Sending a SMS message:

5.1p per message dropping to 1.6p per message (PAYM)

5p per message dropping to 1p per message (PAYT)



Data (inc dongles):

17.4p per MB dropping to 4.3 per MB (PAYM)

17p per MB dropping to 3p per MB (PAYT)

If you're in a position to do so, switch to 3 - no extra charges for using your phone abroad.
All calls/data consumption comes out of your UK 'allowance'.

None of the providers are allowed to charge more for voice and SMS roaming, in the EC, than they charge in their home country.
However I think you'll find that 3 only allow your UK allocation to be used for a limited period whilst you're abroad and you revert to their PAYG tariff after a month.
As from June of 2016, I understand they'll not be permitted to charge additional roaming charges for data either, within EC countries.
However, by that time, UK voters will probably have stumbled into self-immolation with a blunt knife of a referendum.
