    I had this problem with a motorcycle gearbox, a man by the name of Roland welded an Allen key to the flush broken stud, this also had the effect of loosening the bond and it was only hand tight in its removal. He used an arc welder.

    Generally polyurethane foam will absorb oil and displacing water in it. So a car wash sponge should work quite well. The oil can be removed from the foam afterwards using a detergent.

    A mild organic acid, is what we use at work to remove traces of silicone compounds so that adhesives work. So perhaps diluted spirit vinegar would also help remove it.

    I would not use an important strut designed to work under compression, under a load that tried to flex it whilst it was under compression.
