Is it worth while doing a brush up course and taking the exam on a school boat where the mandated technique is more feasible?
My point is technology itself is not the answer. Training understanding and operator competence in both normal and failure modes are still a prerequisite.

If you’re really interested in having a back up plan then back to basics nav log with pre calculated distance vs time based on best guess with forecast tide etc can’t be beaten.
Going back to DR visual navigation in light aircraft trying to get the students to just believe in the basics was hard...

I admit I missed the airways bit, but that clashed with my recall of operating into northern Italy.
A quick chance at the Italian AIP for Turin and Venice show they still pull you off airways at co located NDB and VOR beacons TOP and CHI respectively.

Again in Europe some still exist as airfield approch aids but non-precision approaches using them are all but a thing of the past. Again...
Not flown an airliner since 2013 but our airbus fleet had multi mode receivers. The navigation computer was able to tell you exactly how it was deriving it’s fixes if you needed to know, but normally either Nav accuracy high or GPS primary was all you wanted to see.
