(a) harbour authorities don't exist for a huge amount of sailing waters; and
(b) i would much prefer to have compulsory registration with SSR than compulsory registration with a private harbour authority (or miltiple authorities), as many seem to now require.
"Full regulation" is a hugely wide and ill defined term.
But i think perhaps for boats over say 7m compulsory SSR registration and compulsory 3rd party and recovery insurance would be acceptable and probably very beneficial.
How would you stop the boom crashing about in a seaway if disconnect mainsheet? With weight of dropped sail ours would be a danger unless got prefitted gybe preventer ropes as well ready to go.

If it is “essential” to be at Old Head before Dover HW -4 that still leaves an extremely tight window as need to guarantee getting all the way in 2 hours - with no margin for tide turning slightly early.
Been in and out via Hoy and Eynhallow Sounds a few times - last year stopped to go ashore on Eynhallow Island, which was nice.
Perhaps tides do suit clockwise better - but the East side can be rather exposed to a big swell from the west.
