Yep Hydrochloric acid is the one to use, but with care. Wear eye protection and gloves and avoid sniffing the vapour or you will need new lungs. Rinse with a hose when done to dilute it and stop the reaction.
Have you considered the isatphone. Quite cheap and cost effective on airtime and can connect laptop. Will need an external aerial for any of these portable sets. Isat works on the Inmarsat network. I have had one for back up long range calls on transats before

I guess if your boat is less than 13.7m (Solas V) then technically you can get away without flares if you are a pleasure vessel, private use only. That said you would definitely be kicking yourself for not spending £50 when you end up getting into a spot of trouble!
