Yellow buoy outside Chichester entrance

Just West of the dolphin thingie outside Chichester entrance there is a yellow buoy in about 5m of water, shaped a bit like a motorway cone, with a sign on the top of it. If I'm not having a Saga moment I think it said Hard on the sign. Anyone know why this buoy is there?

Deployment of Three Oceanographic Instrument Moorings

Notice is hereby given that Emu Limited will deploy an instrument in a seabed frame at each location for a minimum period of six months.

Station Latitude Longitude

Portsmouth 50?46.0'N 001?06.0'W

Hayling Island 50?45.8'N 000?57.0'W

The Nab Tower 50?39.8'N 000?57.4'W

The seabed frames will form part of L shaped moorings (as illustrated below), marked by yellow surface marker buoys. The surface marker buoys will stand approximately 1.5m tall, and will be equipped with a light (flashing 5 times every 20 seconds). The buoys will also have radar reflectors. The mooring at Hayling Island will have two extra marker buoys.

Mariners are requested to give at least a 100 metre clearance from these buoys.

HARD always used to be a racing mark ! along with Chi and W-E which are laid just east of the entrance by chi combined sailing clubs. !
 
Erm - if it's a yellow buoy with "Hard" written on it, then it is a racing mark ... it's been there for years, and if you search hard enough (geddit!) there are another 3 in the vicinity...

It's not like any racing marks I have seen so I will go with the conservancy data. Must now find the NTM no. 14

I have mailed the Conservancy asking them to bring their new website uptodate. I assume that when they changed over, they lost some of the more recent updates.

I've raced round it for years.... it used to be a conventional yellow round racing mark. however it has now changed. They are laid and have been changed recently by (Chi Racing clubs) each club puts some money in a pot each year from subs for the upkeep !
