I have had some criticism by PM for supplying YAPP stuff to forum people that is not CE marked. From a communication with trading standards their opinion is that I do not need certification when supplying experimental equipment in the course of undertaking and sharing a hobby...
The CE certification requirement a YAPP should have if it was produced in the course of a business is the EMC testing one, and possibly the WEEE one. So people who have them be aware - it may cause interference on your on-board telly when you are watching Neighbours. But you probably wouldn't notice or miss much.
The Consumer Protection Act 1987 defines a supply of goods by a person in the "course of a business" in relation to the offense of breaching safety and certification regulations, therefore, it could be argued that the action you propose, is not done as a business but more of a "hobby". Therefore, you would be exempt from the legislative requirements. Please note though that this an interpretation of the law and what is deemed as a 'hobby' or in course of a business is ultimately the decision of a Judge.
