We received a group text from Yann this morning telling us that he is leaving at the end of the year as he can’t work with the new management.

This both disappointed and surprised us as he is/was the manager … the Harbour Master!

After a bit of research I’m amazed to read that 12 civil servants and 4 ports are being hived off to the public sector … or else.

In France? Good grief.

We (everybody??) used to get on really well with Yann and his team.

Motoring in after the cill had dropped we would always call up to let the office know of our intentions … length of stay etc.

He would always tell us he was full ????

He saved a bucket of water for the head of the skipper of another boat … he really was just a regular guy ?? and will be missed.

A Société Public Local is a sort of halfway house between public and private; the capital of the company will belong to the local authorities involved, but legally the company takes the form of a société anonyme. It’s certainly not like giving public contracts to your mate down the pub…

It has the advantage that an SPL can sidestep some of the obligations a normal private company would face as regarding competitive tendering in its dealing with the local authorities. It does mean that it’s employees would not be functionaries of the state, and it is this that will be upsetting the current workforce, as the perceived security of being a fonctionnaire is jealously guarded in France. There is massive pressure on government to reduce the size of the fonction public, and these are the sort of mechanisms that are being employed. It’s sad if the changeover is making good public servants quit their jobs.

I stopped off in Binic for breakfast two weeks ago en route to Saint Quay Portrieux. Lovely spot.
