Yamaha Outboard Problem

Working perfectly when I put it away last year but now tried to pull the pullcord and it wont budge. Does this mean its ceased up, if so what can I do.

is it a 2 stroke? they can clog up over winter unless you run the carb dry before storage

Thanks for the input. It’s a 4 hp Yamaha 2 stroke. Have tried taking the plug out and putting WD40 in but that didnt work, its definitely not in gear, have tried turning the prop wont move. You could say I just abandoned it, but Iv done the same every year, just stored it in the garage laid down.

Could it be that the inlet port were left open ( and the engine left somewhere damp) and the damp has, mildly, corroded the rings and cylinder liner? if so take out the plug and pour a good amount of cheap hot engine oil down into the bore and shake it about, leaving it for a while and then try pulling it again?
