Yamaha 9.9hp Locked Down

Hi !
Got a Highbridge/Dawncraft Crusader with Yamaha F9.9AE outboard It used to lift and lock up by operating plastic sleeved (yellow) lever on left of engine, looking at it. I have disassembled it to get at leg copper feed pipe from impeller cooling pump and have tripped something
(small lever under steering connection bracket ?) and it is locked down solid ! What have I done ?

I'm surprised you had to touch the tilt mechanism to access the water tube. Surprised you needed to access the watertube anyway.

Solved ! The nasty pressed lever below the quadrant is linked to the lock by nasty wire links. They will not overcome the resistance produced by the locking action against a rusty tilt bar and the associated corroded alloy cups !
