Despite the humorous remarks, much could be learnt from the NVQ approach by the RYA. For example:

Combine the learning of theory and practice, rather than allow it at present to be certificated separately with no time limit between the two for either to remain valid.

Accepting that at the end of a week at sea with an RYA instructor, then another 48 hrs with your examiner, that achieving your RYA Yachtmaster Ticket is only a snapshot of your competence being up to scratch - rather like taking your end-of-term exams.

Allowing your sailing skills to be learnt and confirmed over a period of time in different situations and conditions, rather than 5 days in the Med in no more than a F3 and a bottle of sun tan lotion.

Allowing an almost farcical method of recording sailing miles, in a log book that has no space to record what was actually achieved, and can be readily made fictional with no effort from the RYA to accurately verfiy this - a popular approach by those in a hurry to get a bit of paper called a certificate and with money to burn.

But the RYA will, as they have before, reject this approach, as will RYA Instructors and Examiners, who fear the idea of being "externally verified" on a regular basis. Suddenly their perceived expertise and professional status stands to be threatened !

As for ESF, well there is a good idea ! A funding stream for the socially and economically disadvantaged – which most yacht owners would align themselves to !
