Worth making a hole in my fuel tank plate?

having cleaned out my port side fuel tank I am about to bolt back the large thick GRP cover.
It crossed my mind that it could be useful to have a hole in it so that I could drop in a hose or submersible pump should I ever need to do so.
The tank is linked to the starboard side (running)tank with a pipe at the bottom. This means that I can only transfer fuel from port to starboard when the port tank level is higher.
This has not caused any problems in the past but I can see that there could be times when I may want to pump fuel across or pump out that tank.
Is there value in having a hole and if so what would be the best way to fita cap/seal into 10mm GRP
 
With twin tanks, I have found it useful to transfer fuel from one side to the other occasionally.

I stuff the appropriate tank breather with a rag, and then use a dinghy pump to pressurise (gently), the tank from which I want the fuel to go, and then open the cross-connection valve.
