we are about to replace all the rubbing strake and capping these will be scewed on and plugged.what is the best glue for the plugs.

I don't use any glue. The plugs stay in because they are a tight fit. Any glue would simply be pushed to the bottom of the hole as they are driven in.
Place the cascamite on a board, pick up the pellet, place it in the glue & twist, place the pellet in the counter bored hole with the grain aligned & tap with a light hammer.I don't use any glue. if one rolls the pellets one gets messy pinkies, the method taught to me has server me some 50 yrsYou mean roll. Otherwise, perfectly acceptable as a procedure.
I would use cascamite
other will say gorilla glue ( expanding foam messy krap) that leaves a glue line
See #5 & read slowly....and others will say just use a dob of varnish.
worked for me with over 1,000 plugs.
drilling out pellets is easy & i may have fitted a few more than you sonnySee PDF #8 and read even more slowly.
