4hp will be fine, 5hp if you find a good one cheap enough.
I would say I have heard a few people saying that the Suzuki 4hp 4 stroke can be modified very slightly (rev limiter increased) and it becomes a 6hp....probably worth looking at, the Suzuki 4hp and 6hp are great as they are single cylinder 4 strokes so are quite light compared to others, because with a 18ft boat you need to have something light!
Just for your info I had a Honda 2hp on my Winner Cobra, see below, it would push it along...just... hence why you need a 4hp minimum. BTW That Winner Hull is fabulous.. enjoy!
