Other discussion got me wondering how this job will get done.

Do the EA have equipment to raise the boat?

It seems to be a wide beam canal boat about 60ft long maybe 11ft wide.

So if it was 2ft draught (might be more) that would be a back of the envelope weight of

15 X 3.4 X 0.6

Say 30 tonnes via mental arithmetic.

Plus of course it's full of water and everything inside will have absorbed water.

It will be an interesting job me thinks.

There is the man down at Eel Pie with the purple boats but it looks like his crane is a 20 tonne job.

Two cranes maybe ?
 
Its the owners responsibility ( or his insurers ) to remove the wreck

IMHO.
Every powered boat should display alongside their (up to date) EA registration a sticker proclaiming who their current insurer is.
 
It was a liveaboard and looked in good nick from the previous photos when it was above the waterline. I would have thought someone who was using it as their home also had it insured? Maybe not. The Princess that's perched on top of it is a liveaboard too.
 
Re insurance you need to have at least 3rd party cover to get a registration/license.

There is a slight fly in the ointment which is that one of the popular providers "Basic Boat Liability" allow owners to self declare that the boat is sound. They do have wreck removal cover but I would guess they bill the owner if the vessel is found to have been unseaworthy.
