Whose fault?

A friend of mine is in a spot of bother and needs some advice.
He was anchored in an African harbour for 5 days. The harbour was hit by a small tornado and a boat dragged onto his which broke his snubbing rope and his chain paid out until he hit another boat. The owners of the other boats are blaming him and claiming compensation. This is also with threats. They have put boats around his to stop him leaving. He was the only person on his boat and the other owners were absent when this happened. He has no insurance.
He is reporting the incident to the Embassy and police but would like to know how he stands legally.
 
I'd like to think that all the people involved would come to an understanding, based upon commensense, that nobody could have forseen this tornado happening, and that this understanding would be an understanding to be understanding.
What nationality are the owners of the boat who are kicking up a fuss? American?

Glad to see you are safe and sound. There were some pm's and emails flying earlier, as you hadn't been seen about, and blog not updated, and some concerns about your welfare
