As the council have already turned down planning applications to do something which might have saved it, I think it's safe to say anybody who bought it would be mad. Even I wouldn't touch something where the council blocked any plans to convert it

I don't think so, although there is a risk. It is being sold at auction, so there will be somebody who is prepared to pay just a little less than you. If you bought it, and found you still could not develop, you could sell it on - You would make a loss, but if you were prepared to make that loss and you thought there was a fighting chance of getting planning permission, it would be worth taking a punt.
This is not for people that want a simple 9 to 5 job, but entrepreneurs

I am not saying "buy it at any cost". You have missed the point that the planning department recommended approval before, and it was rejected by the Planning committee 8 years ago. If you know you will get the support of the planning Dept to recommend acceptance again, you might get it though now - It would be worth taking a risk if you could afford to lose

Just in case anyone is thinking of the grand designs water tower conversion, that made a loss of £2 Million, according to a quick search of the web. I know most of us are boat owners, but even though we look at boats as a cash absorber, I don't know of anyone who would take on a boat if the likely loss was in those sort of figures
