I want to fit a second alternator to a VP TMD22. VP listed a top bracket as an accessory for this engine but it is now discontinued. (Side bracket no good for me as I don't have the space). Can anyone suggest how I might get hold of some engineering drawings or a pattern for this item or an engineering firm who could make one?

You need to let us know where abouts in the country you are.
I am in the North west and there are plenty of firms in and around the NW that will do just such a job for you but which one do I suggest.

Check around Volvo dealers two posibilities
The may have a kit complete or some kits were priced so that it was worth buying the kit just for the alternator and the bracket would be put in the might use that one day shelf

I'm in the south east but the boat is abroad - not that is the issue. I don't think I will get much joy from VP agents - the part is obsolete and has no part number just a sketch which is not enough to work to. But someone/firm made this piece for VP - I wonder who as they should have the pattern. Otherwise its a case of an engineer getting access to a similar engine and using it fabricate the bracket. All very frustrating for a 10 year old engine!

Why a 2nd alternator, why not upgrade the existing one - it might be a lot easier?

Try kit 3581045
If you look at a Volvo accessory cataloque this seems to be what you are looking for.
