If the shims are missing on yours is that putting the bevel gears too close together which could cause notchiness? Can you improvise shims from gasket material or similar cut to the right profile at least to establish if it relieves the notchiness?

When I had a similar problem after a lot of messing around and a lot of money I was working below the pedestal and used the trailing arm to pull myself towards the rudder. The trailing arm moved slightly, I noticed the 2 track rod ends moved a tiny amount. The replacement parts from Lewmar were crazy so I disconnected the entire trailing link c/w track rod ends took it all to motor factors the matching part was BLeyland part off the shelf for pennies. Replaced the parts using tape on thread to ensure length remained the same refitted it my problem solved. As a precaution I coated new parts in grease and bound with cling film to stop rust, hope this cures your notchiness
