Definitely behind a plate of glass...you can see the reflection!
I would have said Woolwich Ferry or one of the many River Buses in the region of the Woolwich Reach...it looks like the new development on the river front there (or for that matter any of the multitude of 'unique' waterside dwellings around and about!)

OK well Nige was in the right location and other got the mode of transport. I was on the Tilbury/Gravesend Ferry. Got to amuse the grandkids somehow (not that Gravesend can amuse anybody)

Bit off topic ?
Obviously not taken from a Thames Clipper. When we did our Thames trip we slowed to 4 knots to radio London VTS for permission to pass through the barrage. VTS warned us of a clipper approaching "fast" from astern and asked us to contact him to decide where he would pass us (seems no colregs on the Thames) He was on the radio before i got the boats name, agreed to pass on our port side and blasted by at 30 knots. Somewhat scary and 'kin dangerous if you ask me.

That does sound scary. The ferry to Gravesend is scary for different reasons
