Power steering pumps usually fail because a seal goes - usually the one on the drive shaft because of a belt failure previously. Bits of belt get caught around the shaft and eventually wreck the seal.
Most makers supply a refurbishment kit of seals, O rings etc. for only a few quid so ask your Volvo agent. You can then rebuild the pump yourself, there is not much to them.
If they do not supply a kit take the old rings/seals to your local bearing shop and they should be able to match them up.
