Well there's hardly any white-caps and no heeling going on yet everybody is reefed. I can only assume that it's somewhere where the wind seldom blows more than F2.
Too hilly for the Solent, our Scots friends would have their spinnakers out and the ARC crowd would have twin headsails set. Is this California, in the Santa Barbara Channel?

Close but no cigar.
It is taken just after the start of the last race of the 2012 Heineken Regatta in the channel between Anguilla and St. Martin.
Marigot, St. Martin is in the background.
Wind was over 24knots constant.
It gusted up to over 32knots towards the finish.
