Definitely not Tenby.

Looks like Hughtown, St Marys IOS to me

They look like toshers from around St Austell, so I'd say Mevagissey before developement, except the far headland is wrong.

Definitely Padstow. You can see St Enadoc just over the dunes in the background..

The artist is Herbert Truman and worked in St Ives More info here , the watercolour appears to be original in a really nice frame and I might have myself a bargain. It might date 1930-1940.

Its a popular spot to paint from. I have painted one myself from same spot but I can't find it!
