You have to go in at lowish tide, under the main West Country railway line.
It's owned by the Crown Estates, so must have been a significant naval harbour in pre-Brunel times.

Yep, certainly Cockwood Harbour, Starcross.
Looks pretty, but quite silted up by Mud now, easyer to enter at right time (as stated above, in a gully on lowish tide. minding the Air height) getting out and about into River Exe quite restricted; but quite large boats do do it, in stages.
