Where can I get a replacement waterproofing cable boot for a through deck fitting

I've had problems like yours on previous boats. On my present boat I scrapped the deck gland like yours, fitted an Index Marine deck gland which can accept the cable connector, then make the cable connection below deck. Sorted when I bought the boat as had the mast lowered to repair a damaged spreader so replaced the vhf antenna and cable at the same time. Never had a problem since doing this.

You can get similar rubber boots from most electrical trade counters, used for steel wired cable connections,
we use self amalgamating tape, just replace it each time mast comes down. Fully water tight and low cost

Built in obsolescence! Good opportunity to replace with something more reliable like the Index?Scanstrut gland or a swan neck and make the connections in the warm and dry inside.
