when to paint and varnish

Hi just stripping down a royal dartmouth one design, been out of the water for 9 years so bone dry. I have been told to soak her before painting. Question is, is it better to paint before soaking or after??? Also does anyone know anything about the royal dartmouth one design a 16ft day boat by morgan gile. the museum is having trouble identifying her.

Rarely buy the mag but recall that Classic Boat had an issue where Morgan Giles was subject of article. Worth calling back numbers ?
