When is it time to replace the anchor gypsy

Recently I have noticed the anchor gypsy making an odd noise ;(slip friction noise) I checked the gypsy wheel and the chrome has polished itself away to reveal (brass?) below.

Any thoughts?

Ps we replaced it 3 years ago when the chain began to twist itself to the point of jamming after just 20m of chain

high wear rates on the gypsy is usually caused by
A, wrong chain specification,
B. hard usage and stretched out of spec.
