What\'s this then?

Whilst out gathering information for a going over at the hands of the forum, I saw this strange little boat. It's a crap quality picture, so don't bother posting to tell me that (only a nerd would do that).
It was pretty tiny and massively reefed. The wind was blowing about 18mph (can't think why I had a handheld wind meter)

I thought a West Wight Potter, but maybe too much sheer for that.
