What\'s this - sensible answers please

I found these in my boat when I got it a few yeasr ago. They've been on board ever since & I have no idea what they are. Any ideas

The white one comes apart like this:

The middle bit looks just like the blue bit but is slightly smaller. The blue bit doesn't fit inside the biggest white bit.

Some of it, particularly the white tube with a hole in the side, which I guess is about 6 in long, look like components of a fog horn. From memory the blue and white bits plug together, there is a cellophane membrane, you blow in the side hole,and it works a bit like a kazoo. Very loud and effective.

If a tin whistle is made of tin, what's a foghorn made of?

Spot on. Blow through the small hole & it makes a hell of a racket.
