If the boat hasn't been painted before then a 2 pack like International's Perfection. If it has been painted before and you don't kknow what with then a single pack such as Toplac or Brightside. Have a look here You could also just use Dulux weather shield on the tender if it's just going to be left on hard.

A bit of any household paint for the tender. Or a small tin of enamel or laquer if you're buying some for the job.
How about vinyl tape for the line on your topsides? Good automotive paint suppliers will have all sorts of tapes, single and multi stripes.
I'm with FlakeSailor on this - just about anything 'exterior' on the dingly, and tape for the cove line - you're going to have to put masking tape on anyway to paint it, so save some hassle by cutting out a process.
Pop into your local sign writer and see what they will do for you, a computer generated stick on tender name will last for years and look good.
For the stripe see any motor repair or supplier and pick up some tape made of the same stuff the sign writers. There you go no painting at all and a great finish.
