I think the original poster was probably referring to the situation following the fire. The interesting paper linked to predates that.

Interesting article. But out of date. Especially since the ship has burnt down since it was written.

They are raising extra money but haven't said how they will modify the restoration plan to take account of the fire, at least not that I can see here.
