What material is this and how can I clean it?

Hi guys, so the mounting foot and other pieces of my Yanmar 4jh3-hte are rusting pretty badly, my guess is that the material is steel but in my ignorance, I'm not too sure.

How do I go about cleaning it, do I scrap, brush, sand, apply phosphoric acid, and rinse? if yes, after that should I apply some sort of coating to avoid future corrosion?

I was thinking of priming with Awlgrip 545 and then finishing with something like a 2 part poly paint.
Could this work ?
 
Only if you're confident you have stopped the water ingress to cause the rust in the first place.

Ok, yes we found the water ingress i think, after leaving the shipyard they forgot to squeeze the rubber seal on the transmission shaft to release the air inside... we didn't know.
So we kept using the boat and we found out a bunch of water was coming (I'm talking thousands of Liters, the bilge completely full almost touching the wood on the floor), almost had a heart attack, bilge pumps stopped working for some reason, fixed them and emptied the full boat, searched for the leak and found it was that. The rubber piece is now deformed and must be changed so we are going to do so shortly.

I use XCP Rust Blocker on/around boat engine & on motorbikes, under cars, works well & isn't expensive. Prefer to paint it on with a brush than use the spray. Might not look as pretty as painted but the protection will be better in such an environment...
 
Wire brush then kill any residual small pockets with phosphoric acid ( any of the generic treatments should work something like Jenolite rust converter) then paint with again with a proprietary paint / treatment again Jenolite Rust shield I have found is as good as any°
