What is it

It's a black hole.
Very good. It's the nautical equivalent of a black hole.

Owners of outboards in a well know all about it. It gathers nuts and bolts, various tools, particularly screwdrivers for some reason and assorted navigation implements plus your favourite sailing knife and well earned sandwich. It would likely have probability statisticians stumped.

I decided to draw the line when it gobbled up a favourite hand held radio, even despite a few juggles where I thought I had saved it but only, finally, bubbles remained.

I read on a USA sailing forum where you can use a ride on mower innertube to try and take up space in the well and also 'stop the slosh' . If you would like to try it , a mobility scooter innertube will do fine. Unfortunately, they do puncture fairly easily so be careful when making the entry of the outboard. I am now on my third version of filling the hole which is a mixture of innertube and fender material. If anyone is interested I can post pictures.
