What do you call this rig?

I don't know the vessel, but she's a three-masted lugger. Looks rather in the French (Breton) style to me. Cornish luggers originally had three masts, but were long since restricted to two as an anti-smuggling measure (so that the excise men could catch up with them!).

I think thats a Standing Lug when the tack is so close to the mast?

I think you're right on the mainmast and mizzen. The foremast looks like a balanced lug to me - this has a boom which extends forward of the mast and in the UK was more commonly seen on small dinghies.

The most noble form of lugger of course is the dipping lug, with the tack attached to the stemhead well forward of the mast.
