What do you call this, and where can I get a replacement?

There is a plastic moulded tube that my keel uphaul rope passes through, it has a flange in the iddle that helps seal the tube the uphaul passes down to fix to the lifting keel, and this prevents water slopping in through the tube. The lower half of the moulding had almost a cam cleat profile inside it, which gripped the rope, but obviously not enough to stop it lowering with the weight of the keel.
I misplaced mine when replacing the uphaul for dyneema, so cant show a decent pic. I'd like to know if anyone has an idea of what it's called and where I could get a replacement.

Failing that, any ideas to keep the water out :) pic below to give you an idea.

Don't know about your tube seal but to stop water coming into the boat, try putting a flexible pipe, like braided clear plastic tubing, with a hose clip to secure to the metal portion of the spigot - length to suit your situation.
