As suggested, may have been modified .

The small windows suggested serious cruising due to their small size.

The forehatch is highly raised also suggesting water sloshing about. But hatch still quite large.
 
Hurley 22 bare hull/decks were available at times for home completion so the builder could have decided on round ports or happened to have them already. I once sailed on one that had NO windows and the entire inside of the hull sides and deckhead trimmed with beige furry teddy bear material.

It looks like a Hurley 22 on deck, seeing the underside of the hull would be definitive.
