What adhesive tape to use for fly-bridge seat back panels?

I recently removed the seat back panels on our fly-bridge and am now looking for the tape / material to re-attach them.

It was attached with 25mm and 50mm strips of mushroom-headed tape, similar in appearance to 3M dual lock tape but I am not sure exactly which type it was.

It seems that 3M dual lock is pretty expensive at £500 for 25m (need to buy both sides), so want to make sure I am buying the right thing here... right adhesive, strength 250/400, etc. Of course, don't want the panels to come in high wind and/or at 25+ knots but equally don't want to spend £100's when I don't need to.

The back-rest panels are similar to the ones below (including ones partially included on the left and right):

My impression is that velcro would not be strong enough. The stuff that was on there required all my strength to remove it, and I did not even feel the extra effort to pull out some screws from the GRP by accident as well.

Hopefully someone knows what stuff they use at the factory, maybe?
