I know the police have spoken to some marinas and in Portsmouth the waterborne units are definitely warning errant sailors.

Hopefully you’re right though and people have got the message by now ?
 
It's also still very early. How many boats were launched /recommissioned before mid March and are therefore good to go. I suspect that if this lockdown had happened in say mid May when most boats were ready for action it may have been different!

During the American Civil War a lot of Clyde paddles steamers were bought as blockade runners, since their shallow draughts were ideal for getting up confederate rivers. Most were bought at a year or two old, which helped speed technical development. One was bought on the slipways and after launch was painted matt grey before slipping out of the Clyde one night, unlit, on her maiden voyage to the US.

She was run down and sunk with all hands off Arran.

How do you know this ? I only ask as I can see over a lot of the harbour and not seen any "commuting" boats approached by police, but does not mean it's not happening.
Turning lights off would surely just draw more attention around portsmouth harbour as qhm,s radar systems can track objects as small as dingys and everything is recorded to hard drive.

Don't know about this w/e but staff at Premier Gosport told me last w/e that police boats were challenging yachts in the harbour to draw attention to QHM Notice to Mariners 24/2020 :

We're in Colwell bay. Not seen a boat for days.

The Lymington ferry stopped at the beginning of the week so not even that.

I popped into Yarmouth yesterday to collect bread for us and next door. Not a soul in sight.
 
Walked down to the beach and along to Fort Albert. Not a single vessel of any sort in Poole Bay or the Western Solent.

Lack of aviation quite obvious. No noise.
