Westerly Hull number does not match Lloyd plaque.

I'm in the process of purchasing a Westerly Seahawk. The Lloyd's plaque inside the boat has a different number to the number stamped on the hull.

The Lloyds plaque is starts SOU followed by 6 digits, the hull number at the top starboard side of the transom is SOU and 5 digits.

Should these numbers match?
 
The number on the transom is the yard number, the sail number will be the order of when it was completed by Westerly and the Lloyds number is issued by Lloys, not Westerly. You can also deck the yard number on the deck as this is usually at the foward end of the cockpit floor and hidden by the tek grating.

On the Fulmars and some other classes, there are different prefix letters according to the keel type. Those starting with an "L" are fin keel Fulmar and an "M" are twin keel. However these may not match either. My Fulmar has a hull number of L7 and a deck number of M2, yet the sail number is FR38. When my boat was moulded in 1980, it was allocated to a continental dealer, but due to a massive exchange rate change, French boats were 25% cheaper leading to all continental dealers cancelling all forward orders. This then led to the bank requiring the £2M overdraft to be repaid, so they entered administration. Most staff were sacked and only a limited number were kept on to complete existing orders. All cancelled forward orders were then sold to UK buyers when they could be found. With my boat a buyer was found and they used L7, but they had not yet moulded the deck, but in the yard was the deck M2. The decks were identical except for the prefix letter. Due to the delay in finding a buyer, Concerto became the 38th Fulmar completed. The Lloyds number is 000633 and I have no idea how that relates to Westerly. It might mean it is the 633 boat that Lloyds certified for Westerly or might be the 633 boat certified by the Southampton branch of Lloyds.
