WEMA water gauge- not moving up & down

On our WEMA water tank gauge, the "doughnut" float on the sender rod does not seem to slip easily up and down- sticking at half or totally full.
Other than a complete new sender rod & doughnut, any ideas as to how to get it going again- it is 16 years old probably.

The rod does not seem to undo/unscrew to enable a new doughnut to be fitted.

I've tried silicon/telfon lubes, vaseline, even WD40 on the rod.
Also bubble wrap tied on the float, ditto some cork.
Nothing works for long- i thought about some spray building foam, but i think i've put enough toxins(see 4 lines above) in the drinking water tank already!

Any advice/experience of this problem/solution appreciated.
Oh, and a complete new gauge is something like £70+ delivered.
