This is Greece for you , but what's the problem ? Just ask for 24 mts of the stuff and then they weight it for you , re chain normally they can tell you how mack chain makes a kg or there about ,

Yes, the taverna will sell it to you in either a small or a big well worn aluminium jug, or maybe a glass carafe. Regrettably you have to pay now in Euros, nowhere near the value it was when you paid in Drachmas. Just drink and enjoy!

In Majestic wine GB the same Chilean wine is 12 quid a750 ml bottle in Kritikos supermarket it's 1€ a kilo

Pretty common way of selling non branded rope in the Med. Come across it in Spain, Italy and Greece. Most places they'll tell you how many metres to a kilo.
