Weights on IMS rating

I have never been sure about the weight of my boat but have just looked at the IMS certificate from 1999 which came with the boat's documentation. It has two weights - Measurement trim at 5954 Kg and Sailing trim at 6861 Kg. That seems quite a difference. What is onboard at measurement trim and what is onboard for sailing trim?

I would imagine (although I'm definitely no expert) That it's a dry weight vs a real weight (estimated)... Like car manufactures do... So quoted kerb weight is minus (fuel, coolant, brake fluid, battery acid, washer fluid and normally its the base weight of the basic model)... The sailing weight will inc crew a full fuel and water tank and a full sail compliment..
