...even though I had absolutely no idea what you were talking about when you moved on to the Quadrilateral Spyrogramme Blodge Chart!
 
I know, that MJO chart can be confusing.

Basically though it's just another index to measure certain pahses within the atmosphere.

Losely speaking the MJO phase (1 to 8) correspond to a certain parttern of weather regimes (statistically anyway). So, the idea is if one can predict the pahase of the MJO, then one can have a fair guess at what the associated weather may be given the pressure pattern that the particular MJO phase brings.

As a rule of thumb phase 4 is the one to watch for an unsettled westerly across the Atlantic, late phase 6 and phase 7 tend to bring higher pressure, especially in the northern North Atlantic.
