water through the rudder stock

Hi all

I have what may be a silly question but my new boat has a constant 'spurt' of water coming up through the rudder stock exiting just below the tiller. It is worse when being sailed hard on the wind and reduces to the occasional drip when stationary. Is it possible that the bearings have gone and this is allowing water to pass through although there is very little play in the tiller and rudder. Is it possible that it should be packed with grease like a stern gland? I cannot really get a a good look at it as the only access is through the starboard locker which has a small opening at the bottom. The boat is a long keel Elizabethan 29 built in 1984 and any suggestions as to possible causes would be appreciated.
