Water strainer - above or below water line?

I have just removed the cover to our impeller after our Volvo 2030 started to smoke at 2200 rpm.

There was only 2 out of the 6 blades left.

When the seacock was open and the cover off there was no sea water flowing in. We took the hose of the strainer sea in end and bodged a foot pump onto the end. With the seacock open it built up a fair bit of pressure until the blockage must of been blown out. We carried on a while with plenty of bubbles being seen outside the boat.

I reattached the water in to the stainer and opened the seacock.

I am about to buy a new impellar on tuesday and plan to do the following.

Check the strainer cracks and leaks etc. Then once impellar cover is replaced with a little gap prime the strainer until water flows out of the impellar cover (then tighten up).

Drain the freshwater coolant, then open and find missing blades.

Wash out heat exchanger until water is clear.

Replace all hoses etc and refill with 50:50 fresh water / antifreeze.

Turn engine over and check volume of water coming out of exhaust.

Run engine under load say 3k rpm and check cooling.

Is it also worth taking the exhaust elbow out and cleaner while the heat exhanger is off? Do I need some form of sealant (high temp) to put the elbow back on?
