Water-maker drive belt pulley wheel running hot

The eccentric idler wheel that tensions the drive belt to our newly fitted engine-driven EchoTek water-maker gets too hot to touch within a very short time of running. So far these have only been test runs without the water pump clutch engaged ie there has been no resistance. It seems to be aligned correctly; we've tried a range of tensions and a new replacement wheel - still can't cure it. Any suggestions?
