Water flow Yamaha 4HP

I'm doing a impeller replacement on a Yamaha 4HP 2-stroke (4AC) and while I have the lower unit down I looked for leakages in my own way.
I connected a garden hose to the pipe that goes from water pump housing to power unit / engine. When I turn on the water (low pressure) half amount of the water flows out of the pee hole and half flows down the shift shaft.
Does anyone know if this is normal?

Most of the cooling water exits down the "leg" and out with the exhaust gas. You don't normally see this because it is under water.
Some exits via the telltale to show that the pump is actually pumping.
A little is blown out of the exhaust back pressure relief ports but may be only a mist or a few drops.
Checking for a good flow right through the engine with a hose connected to the water tube is a sensible thing to do to confirm that the water passages are not blocked. The thermostat will restrict the main water flow while the engine is cold. To fully check the main cooling water flow remove the thermostat and refit the cover.
