Question
Does a vsr unit connect when it sees the higher charging voltage OR does it turn on when battery bank one is fully charged ?

The one I fitted paralled both batteries (house and starter) when the starter reached the set voltage. Worked well and kept both batteries fully charged.
Good bit of kit and easy to fit.

The one I have charges both banks when the input voltage is greater than 13.50 volts and cuts out when the input voltage drops bow 12.8

The VSR has no way of knowing when the battery is fully charged, it will close when the voltage set point has been reached. Some VSRs, such as Victron, will have a short delay which will depend on the voltage.
