VP D3 noise from front of engine

Hi all
I have a D3-130 in my boat and when cold I'm getting a screaming noise from the front end of my engine around the pulley area. When warm it's still there but less noisy.
I've try a squirt of WD40 on each item. Water pump, alternator etc to try and work out what is screaming but no joy.
Any ideas what it could be. It's not a belt screaming noise it sounds more like a dry barring or bush ?

What about the idler on the belt tensioner? They like to go wrong.

Could be the tensioner on the cam belt which is under the plastic cover.
